Regulators across Canada are taking a closer look at insurers’ use of credit scoring for underwriting purposes after an initial review last fall. “That report left some questions unanswered,” Canadian Council of Insurance Regulators manager Carol Shevlin told Thompson’s. She said the council is aiming “to put some kind of consultation together for this summer.” The CCIR mandate for a new credit scoring working group says the group will “further review and examine the issues and options around credit scoring models in underwriting.” The adoption of any recommendations made by the CCIR would be voluntary for insurers. Meanwhile, the Insurance Bureau of Canada has released a code of conduct for members surrounding the issue. Again voluntary, the code includes ten guidelines on the use of credit information aimed at providing insurers “with guidelines on the use of credit information in accordance with principles of consumer protection. Insurance Brokers Association of Ontario ceo Randy Carroll told Thompson’s. the problem with voluntary codes of conduct is that many of those subject to the codes don’t volunteer to follow them.
